The Just War Against the Islamic Republic: Liberation, Security, and Transition

By now I don't think there is any question as to which way the war is going. All possible diplomatic overtures were made. They were exhausted. This is an unfortunate war, in that all wars are unfortunate. This is an unnecessary war, in that all wars are unnecessary. This is a tragic war in that all wars are tragic.

But the Islamic Republic since its very inception has had this unyielding, uncompromising stance. It is the most tyrannical regime on earth. And the Iranians are at the receiving end. You don't get to protest. If you protest, you are not obeying. And if you are not obeying, you are no longer Muslim, and you become worthy of death. That has been the logic for the past half century.

Yes, there is a spiritual logic for that kind of thinking. And it is the Devil's logic. If you want to know if the Devil is real, an active spiritual force, just look at Iran. Look at what the regime has done just since 2009.

The regime takes that same logic to its neighbors. They think they are Muslim. The world thinks they are Muslim. But the clerics in Tehran don't. The Ayatollah is not a Head of State. That office is designed to claim all earth. Muslim neighbors are only Muslim if they obey. What the regime has done to peaceful protestors inside Iran is the exact same thing it has done to its neighbors. These are non-warring nations. Why are they being attacked? The world has seen the very real threat the Islamic Republic has maintained over its neighbors.

And then there is Israel. The Islamic Republic could not be clearer on this. It has had a publicly stated official goal of ending Israel. Not defeating the Israeli Army. Not conquering Israel and enslaving Jews. But ending Israel. That was the Ayatollah saying, Hitler did not finish the job, he will. What has been missing? The bomb. Nuclear energy is not generated a mile under the rock.

When the goal is so absolutely clear, and so publicly and consistently stated, and there is absolutely no intention to change it, war becomes inevitable. The truly evil do not reason. The truly evil fight to the finish. At that point the correct thing to do is to fight. It becomes a just war.

This is a just war to liberate Iranians. This is a just war to eliminate the threat under which the regime's neighbors have been living. And, yes, this is a just war to ensure Israel survives and thrives. Israel has a right to survive as much as any nation.

The military action has been decisive and for the most part one-sided. That is good. A classic fight between good and evil where the two sides are near equals in military power would cause much death and destruction and bring lasting damage.

But there are legitimate questions as to the transition. When the kinetic action is over, the people will come out. How do I know? Because they just did. What the Iranian diaspora did on February 14, no diaspora has done, ever. I think that was also the day when Reza Pahlavi secured himself as the interim leader of Iran. I think he is the best choice for Iran's interim leader.

But if he becomes interim president, or interim prime minister, that takes away the option of the people potentially choosing a constitutional monarchy for Iran. When the kinetic action is over, and people can peacefully protest, after a few weeks of peacefully marching and peacefully organizing, new organizations and new leaders will emerge. And the majority of the interim cabinet should come from that crowd inside Iran. Perhaps the interim Prime Minister of Iran should also be someone from inside Iran.

But having an interim constitution ready and having Reza Pahlavi as the interim constitutional monarch would be great for continuity and clarity. Four weeks of military action, followed by four weeks of peaceful marches and organizing will give us a clearer picture. Four weeks for the first wave of formation of political parties and an interim cabinet. And a few more months of political party formation and a reorganization of the cabinet to include more new faces.

The Iranian diaspora is unique. It has a deep bench of talent. That will come in handy during the transition.

I am not seeing Iraq. I am not seeing Afghanistan. Iran is different. But it is true that the political challenge of the transition are greater than the military challenges now. The military strikes have been decisive precisely because there were months of relentless preparation. I hope the political people are similarly preparing to give Iran a smooth transition.

हाँ, इस प्रकार की सोच के पीछे एक प्रकार का आध्यात्मिक तर्क भी बताया जाता है। लेकिन वह शैतान का तर्क है। यदि आप जानना चाहते हैं कि शैतान वास्तविक है या नहीं—एक सक्रिय आध्यात्मिक शक्ति के रूप में—तो ईरान को देखिए। देखिए कि 2009 के बाद से इस शासन ने क्या-क्या किया है।

यही तर्क यह शासन अपने पड़ोसियों पर भी लागू करता है। वे सोचते हैं कि वे मुस्लिम हैं। दुनिया भी उन्हें मुस्लिम मानती है। लेकिन तेहरान के धर्मगुरु ऐसा नहीं मानते। आयतुल्लाह वास्तव में केवल एक राष्ट्राध्यक्ष नहीं है। वह पद इस तरह की सोच पर आधारित है कि पूरी धरती पर अधिकार होना चाहिए। पड़ोसी मुस्लिम देश भी तभी मुस्लिम माने जाते हैं जब वे आज्ञा का पालन करें। ईरान के भीतर शांतिपूर्ण प्रदर्शनकारियों के साथ जो किया गया, वही उसके पड़ोसियों के साथ भी किया गया है। ये ऐसे देश हैं जो युद्ध नहीं कर रहे थे। फिर उन्हें क्यों निशाना बनाया गया? दुनिया ने देखा है कि इस्लामिक गणराज्य ने अपने पड़ोसियों पर कितना वास्तविक खतरा बनाए रखा है।

और फिर इज़राइल का प्रश्न है। इस्लामिक गणराज्य इस मामले में बिल्कुल स्पष्ट रहा है। उसने सार्वजनिक रूप से और आधिकारिक रूप से इज़राइल के अंत का लक्ष्य घोषित किया है। इज़राइली सेना को हराना नहीं। इज़राइल पर विजय प्राप्त कर यहूदियों को गुलाम बनाना भी नहीं। बल्कि इज़राइल का अस्तित्व ही समाप्त कर देना। यह उस विचार की प्रतिध्वनि थी कि हिटलर ने जो काम पूरा नहीं किया, उसे वे पूरा करेंगे। इसमें अब तक क्या कमी थी? परमाणु बम। परमाणु ऊर्जा चट्टानों के नीचे एक मील गहराई में नहीं बनाई जाती।

जब लक्ष्य इतना स्पष्ट हो, और उसे सार्वजनिक रूप से बार-बार घोषित किया गया हो, और उसे बदलने का कोई इरादा भी न हो, तब युद्ध लगभग अनिवार्य हो जाता है। वास्तविक रूप से दुष्ट शक्तियाँ तर्क नहीं मानतीं। वे अंत तक लड़ती हैं। उस बिंदु पर सही कदम लड़ना ही होता है। तब वह एक न्यायोचित युद्ध बन जाता है।

यह युद्ध ईरानियों को मुक्त कराने के लिए एक न्यायोचित युद्ध है। यह युद्ध उस खतरे को समाप्त करने के लिए एक न्यायोचित युद्ध है जिसके नीचे पड़ोसी देश वर्षों से जी रहे हैं। और हाँ, यह युद्ध यह सुनिश्चित करने के लिए भी एक न्यायोचित युद्ध है कि इज़राइल जीवित रहे और समृद्ध हो। इज़राइल को जीवित रहने का उतना ही अधिकार है जितना किसी भी अन्य राष्ट्र को।

सैन्य कार्रवाई निर्णायक रही है और अधिकांशतः एकतरफा भी। यह अच्छी बात है। यदि अच्छाई और बुराई के बीच एक ऐसा युद्ध होता जिसमें दोनों पक्ष सैन्य शक्ति में लगभग बराबर होते, तो उससे भारी जन-हानि और विनाश होता और लंबे समय तक चलने वाली क्षति पैदा होती।

लेकिन सत्ता परिवर्तन के प्रश्न पर वैध चिंताएँ मौजूद हैं। जब सैन्य कार्रवाई समाप्त होगी, तो लोग सड़कों पर आएँगे। मुझे यह कैसे पता है? क्योंकि वे पहले भी आ चुके हैं। 14 फरवरी को ईरानी प्रवासी समुदाय ने जो किया, वह किसी भी प्रवासी समुदाय ने पहले कभी नहीं किया। मेरा मानना है कि उसी दिन रज़ा पहलवी ने स्वयं को ईरान के अंतरिम नेता के रूप में स्थापित कर लिया। मुझे लगता है कि वे अंतरिम नेतृत्व के लिए सबसे अच्छे विकल्प हैं।

लेकिन यदि वे अंतरिम राष्ट्रपति या अंतरिम प्रधानमंत्री बन जाते हैं, तो इससे लोगों के पास भविष्य में संवैधानिक राजतंत्र चुनने का विकल्प कम हो सकता है। जब सैन्य कार्रवाई समाप्त होगी और लोग शांतिपूर्ण ढंग से विरोध कर सकेंगे, तब कुछ ही हफ्तों में शांतिपूर्ण मार्च और संगठन के माध्यम से नए संगठन और नए नेता उभरेंगे। अंतरिम मंत्रिमंडल का अधिकांश हिस्सा ईरान के भीतर से ही आना चाहिए। शायद ईरान का अंतरिम प्रधानमंत्री भी देश के भीतर से ही कोई व्यक्ति होना चाहिए।

लेकिन यदि एक अंतरिम संविधान पहले से तैयार हो और रज़ा पहलवी अंतरिम संवैधानिक सम्राट की भूमिका निभाएँ, तो इससे निरंतरता और स्पष्टता मिल सकती है। चार सप्ताह की सैन्य कार्रवाई, उसके बाद चार सप्ताह के शांतिपूर्ण मार्च और संगठन—यह हमें एक अधिक स्पष्ट तस्वीर देगा। चार सप्ताह राजनीतिक दलों के प्रारंभिक गठन और अंतरिम मंत्रिमंडल के निर्माण के लिए। और उसके बाद कुछ महीनों तक राजनीतिक दलों के और विस्तार तथा मंत्रिमंडल के पुनर्गठन के लिए, ताकि अधिक नए चेहरे शामिल हो सकें।

ईरानी प्रवासी समुदाय विशिष्ट है। उसके पास प्रतिभा का एक विशाल भंडार है। यह संक्रमण काल में बहुत उपयोगी साबित होगा।

मुझे इसमें इराक जैसी स्थिति दिखाई नहीं देती। मुझे इसमें अफगानिस्तान जैसी स्थिति भी नहीं दिखाई देती। ईरान अलग है। लेकिन यह सच है कि राजनीतिक संक्रमण की चुनौतियाँ वर्तमान सैन्य चुनौतियों से बड़ी होंगी। सैन्य हमले इसलिए इतने निर्णायक रहे क्योंकि उनके पीछे महीनों की निरंतर तैयारी थी। आशा है कि राजनीतिक नेतृत्व भी उसी प्रकार की तैयारी कर रहा होगा, ताकि ईरान को एक सुचारु और स्थिर संक्रमण मिल सके।
