नीतिश जी का मधेस आंदोलन के बारे क्या राय है? उनके काठमाण्डु भ्रमण और नेपाली काँग्रेस के प्रति की आसक्ति से मैं क्षुब्ध हुँ।

जैसे कि भारत में है GST Bill, या लैंड बिल या लॅबोर बिल, या और भी नीति। मधेस आंदोलन उस केटेगरी की बात नहीं है। कि बीजेपी कह रही दिन तो मैं कहुँ रात, बीजेपी कह रही रात तो मैं कहुँ दिन।

जब दक्षिण अफ्रीका में अपार्थाइड था ये वैसी बात है। तो उस समय मार्गरेट थैचर और डिक चेनी कहते थे नाकाबंदी मत करो। नीतिश तो मार्गरेट थैचर और डिक चेनी सरीखे हो निकले मधेसी के लिए। ये कैसी लज्जा की बात है!

नीतिश नाम से मधेसी नहीं लेकिन cultural DNA के आधार पर तो ११०% मधेसी हैं। तो फिर कहाँ खो गया सॉलिडेरिटी?

जो काँग्रेसी मधेसी होते हैं उनका मानसिक दासता इस पराकाष्टा पर होता है कि उन्हें पता भी ना चला कि उनके ही दिए हुवे शक्ति से सत्ताधारी ने मधेसी पर दासता लाद दिया और उन्हें पता भी न चला। जिस तरह अँग्रेज भारतीय सैनिक और कर्मचारी के प्रयोग से ही भारत पर राज किया करते थे।

जागो बिहारियों। ये मधेस आंदोलन जितना हमारे लिए उतना ही तुम्हारे लिए। अपनी खोई गौरव वापस ले लो। तुम एक ज़माने में सुपरपावर हुवा करते थे। मधेस आंदोलन में एकाकार हो जाओ और फिर से बन जाओ सुपरपावर।

It can not be only the white nations. It also has to be China, and India, and Africa, Russia of course, Cuba perhaps, Brazil. The coalition has to be the grandest to date in human history. It can not just be about military defeat, it also has to be about a peaceful new awakening. 100% internet access and 100% access to credit, and free and fair elections to a constituent assembly that is authorized to write a constitution where the only rule is it may not clash with the Human Rights Charter, and that rule will have international judicial oversight. One wishes for no war, but there is this one time where war might be the only option. ISIS may not be allowed to become Rwanda. Or this is not a new century, this is not a new millennium. Done right this may hasten the end of the War On Terror to a positive end, for it will rapidly spread the cause of liberty. A Marshall Plan like largess will have to follow to build infrastructure and give the people a new beginning. Barack Obama is as good as Hillary Clinton to give it a start. The war could see a rapid conclusion, done right. It is in essence an invasion. But the aftermath has to be thoroughly thought out and agreed upon first. Yes, this is ground invasion. There are large numbers of troops involved. Assad has to go, and Russia has to agree to it. But Assad may linger while ISIS is defeated. Assad's ouster can be a negotiated deal where he sees a comfortable retirement in Russian territory. He might even have negotiated himself a constitutional monarchy had he been king, but is not king. He is president.

लोन के लिए कोलैटरल की जरुरत नहीं। सबके पास एक परिचयपत्र होना चाहिए। तो भारत में जिस तरह सीधे मोबाइल फ़ोन आ गया उसी तरह सीधे बायोमेट्रिक आईडी आ गया। और बैंक अकाउंट चाहिए। कॅश में डील करो तो पाकेटमार पीछे पड़ जायेंगे। और एक चाहिए क्रेडिट हिस्ट्री। यानि कि किसी से भी लोन लो, तो कितना लिया, कब लिया, चुकता किया की नहीं, सबका रिकॉर्ड रहता है। और क्रेडिट स्कोर। लेकिन सात साल में सात खुन माफ़। यानि कि आप का क्रेडिट स्कोर कितना भी ख़राब हो जाए, सात साल में क्लीन स्लेट। फिर से शुरू हो सकते हो। और बैंक को ये मानना चाहिए कि कितना भी करो ५% लोन तो डिफ़ॉल्ट होना ही है। उस बात को बिज़नेस मॉडल में ही रखो। यानि कि आप किसी को तंग नहीं कर सकते। फार्मर सुसाइड का कारण है किसानों को तंग किया जाता है। तंग नहीं कर सकते। वो मानव अधिकार का हनन हुवा। बल्कि किसान पुलिस में रिपोर्ट करो कि ये मुझे तंग कर रहा है। 

१०-१५ लाख आएगा कह के सब ने बैंक खाता खुल्बा लिया देखो। अच्छा हुवा। नहीं तो लोन लेते तो कैसे?

जिस तरह प्रत्येक व्यक्ति को आईडी चाहिए उसी तरह प्रत्येक बिजनेस को, छोटे से छोटे बिजनेस को, रजिस्ट्रेशन करो। इतना कि बगैर रजिस्ट्रेशन के कोई बिजनेस कर ही नहीं सकते। और ये उनसे टैक्स लेने के लिए नहीं। बल्कि कानुन बना दो कि सालाना इतने से कम कमाई होनेवाले बिजनेस को कहीं कोई टैक्स नहीं। रजिस्ट्रेशन इसलिए कि वो लोन ले सके और अगर बात बिगड़ गयी तो बैंकरप्सी के लिए फाइल कर सके। कोर्ट में जाओ और जज को कहो मैं एक भी लोन नहीं दे सकता कृपया कंपनी डिजोल्व कर दो। तो कर देगा। बिजनेस सबके बस की बात नहीं। 

बस यहीं तो है जॉब क्रिएशन। नौकरी लोगो की यहीं तो मिलेगी। कोई सेंट्रल प्लानिंग नहीं। कोई रिसर्च नहीं। सिर्फ एक्सेस टु क्रेडिट। 

इनफॉर्मल सेक्टर नहीं ----- वो है स्माल बिजनेस सेक्टर। अर्थतंत्र का सबसे महत्वपूर्ण अंग जहाँ सबसे ज्यादा जॉब क्रिएशन होता है। सब काम पे लग जायेंगे। पटेल जाट agitation सब बंद। 

बल्कि थोड़ा मनरेगा का पैसा इधर डाइवर्ट कर दो। गड्ढा खोदने के बजाए लोग भेड़ बकरी भैंस पाले। कुखुरा पालन। सब्जी खेती। छोटा से छोटा रोजगार के लिए पैसा। सड़क पर जो hawking करते हो उसे लोन दो। किसान को लोन। जुत्ता पोलिश करता है उसे लोन। चाय दोकान वालों को विशेष जन धन प्रधान मंत्री योजना। 

Credit is lifeblood to the small business sector. The rest they can do pretty much on their own. मार्किट रिसर्च बगैरह खुद करते हैं वो। R&D सब कर लेते हैं। सरकार चाह कर भी मदत नहीं कर सकती। सरकार के लिए असंभव। Complexity बहुत है। 

Access to credit has to be thought of as infrastructure ------- top of the list. उससे ज्यादा महत्वपुर्ण इंफ्रास्ट्रक्चर कोई है ही नहीं। बल्कि रोड बाद में बनाओ पहले एक्सेस तो क्रेडिट दो।
