Modi's 2014 Mandate Is For 20 Years

India: GST Bill

What is the GST Bill? What does it mean to you and me? The Good and Services tax in the biggest indirect tax reform since 1947 and it has potential to lead the economic integration of India.
This will be levied on manufacture sale and consumption of goods and services. ...... the GST bill will lead to the economic integration of India. ..... The main function of the GST is to transform India into a uniform market by breaking the current fiscal barrier between states. Thus the GST will facilitate a uniform tax levied on goods and services across the country. ..... Currently, the indirect tax system in India is complicated with overlapping taxes levied by the Centre and the State separately. ..... two components- the Central GST and the State GST. They will both have separate powers to legislate and administer their respective taxes. Thus equally empowering both. ....... Taxes such as excise duty, service, central sales tax, VAT ( value added tax), entry tax or octroi will all be subsumed by the GST under a single umbrella. ..... With passing of the GST bill, we can expect a climate of improved tax compliance...... Thus, the GST will basically have only three kinds of taxes, Central, State and another called the integrated GST to tackle inter-state transactions........ The first mention of the bill was in 2009 when the previous UPA government opened a discussion on it. ...... the current challenge facing the bill is that it needs two-third majority of both houses and 50 percent of the state assemblies will have to ratify it. ..... the GST will be instrumental in helping the GDP of India to grow by 2 percent. ......

The GST also offers a solution to the multinationals as it breaks down the indirect tax structure into one single tax payable by the companies.

Ten things to know about the GST Bill
The Bill seeks to shift the restriction on States for taxing the sale or purchase of goods to the supply of goods or services. ...... The GST Council will be the body that decides which taxes levied by the Centre, States and local bodies will go into the GST; which goods and services will be subjected to GST; and the basis and the rates at which GST will be applied. ......... The Centre will levy an additional one per cent tax on the supply of goods in the course of inter-State trade, which will go to the States for two years or till when the GST Council decides. ..... Parliament can decide on compensating States for up to a five-year period if States incur losses by implementation of GST.
GST will be cleared in 15 minutes if govt agrees to our terms, says Rahul
At the core of the dispute between the ruling party and the principal Opposition party is not just the demand for a constitutional cap on the GST median rate, as it is called, but also two other conditions put forward by the Congress.
“We don’t want a GST Bill where there is no cap on taxes. We want a limitation on the maximum tax people can be charged with.” ....... The Congress has demanded withdrawal of an additional one per cent tax on inter-state movement of goods, which has been proposed to provide comfort to manufacturing states that fear a loss of revenue. The party has also demanded a dispute resolution panel headed by a Supreme Court judge. ....... Stating that the GST legislation was conceptualised by his party, Rahul said: “For seven years, Jaitley didn’t allow it to pass. The current Prime Minister, when he was chief minister, too, didn’t allow it to pass. The BJP blocked everything. It has never been the strategy of the Congress to block Parliament.” .......

“This government doesn’t believe in a conversation”

, he said, adding that a compromise on GST was possible. “It is sitting on the table. But the government is not taking it,’ he said. He said that work is yet to begin on the necessary infrastructure that can make GST work. - ........ The Congress has hit back, pointing out that some of its concerns were reflected in the report of Chief Economic Advisor Arvind Subramanian on GST.

American Style Gridlock?

Indian Politics Thwart Prime Minister Narendra Modi’s Tax-Reform Plans For the second time this year, India concludes its Parliament session without legislating a nationwide sales tax
Partisan bickering in India’s Parliament has stalled an important piece of Prime Minister Narendra Modi’s economic agenda: a constitutional amendment that would create a simplified nationwide tax system to replace a commerce-stifling patchwork of state levies. .... The winter session of India’s legislature ended Wednesday without a vote on the measure in the upper house, where Mr. Modi’s Bharatiya Janata Party is in the minority, after lawmakers spent weeks trading jabs over graft allegations involving top politicians. .....

“The economy suffers while politics overrides everything.”

..... Facing opposition protests and fearing a rural backlash ahead of the Bihar vote, Mr. Modi in August retreated from legislative efforts to ease India’s strict land-acquisition law and make it easier for the government to get land for industry and infrastructure. ..... The gridlock is the result, in part, of a tit-for-tat strategy by the main opposition Congress party, whose final years in power were marred by protests led by the BJP.

When Congress was in government, the BJP blocked tax legislation similar to what it is now trying to pass.

..... With major plans stymied in Parliament, Mr. Modi has sought to breathe life into the economy through executive actions and other moves, including a plan to revive heavily-indebted power-distribution companies and ease foreign-investment limits in some industries. .... Congress accused Mr. Modi of a political vendetta after the party’s president, Sonia Gandhi, and her son, Rahul, were summoned before a magistrate to answer a complaint alleging cheating and criminal breach of trust. ..... Emerging from court Saturday, Mr. Gandhi said Mr. Modi had encouraged “false allegations” to frighten political rivals. The government said it wasn’t involved in the case. The complaint was filed by politician Subramanian Swamy in 2012. He later joined the BJP. .....

‘Parliament has become a forum less for debate and more to settle political scores.’

—M.R. Madhavan, president of think tank PRS Legislative Research ...... A post on Mr. Kejriwal’s official Twitter account called Mr. Modi a “coward and a psychopath.” The episode spiraled to include corruption allegations by Mr. Kejriwal against BJP Finance Minister Arun Jaitley, who in turn filed a defamation suit against Mr. Kejriwal. ......

These much publicized spats narrowed the space for a political compromise needed to break the logjam on economic policy-making.

..... On the tax amendment, Congress has said it doesn’t support some key provisions. It argues the tax rate should be capped at 18%—and that number must be included explicitly in the constitution—to prevent a creeping increase by future governments...... It also wants to do away with a proposed 1% additional levy designed to help manufacturing states....... Mr. Jaitley said the government is willing to find ways to address Congress’s second demand, but won’t legislate the tax rate so future governments have flexibility.
Five Things to Know About India’s Proposed Goods and Services Tax
India’s government is attempting to reform its messy web of sales taxes to make doing business across the country easier. ........ This complicated web snarls companies in red tape and slows down the transit of goods around the country because of border checks and other official inspections. ...... replace the patchwork of taxes with a single, nationwide sales levy, known as the goods-and-services tax, or GST.

Economists call the move an epochal lowering of commercial barriers.

..... a broad GST would deliver an immediate boost to output of 1% to 2% and lasting gains to productivity. .....

The bill needs the consent of two-thirds of Parliament and half of India’s 29 states.

Finance Minister Arun Jaitley wants the new system up and running by April 2016, saying it will “play a transformative role in the way our economy functions.” .......

States with large manufacturing bases have been wary of the GST: Receipts from the new tax would go to states where goods and services are consumed, not where they are produced.

........ The Modi government in December agreed to compensate states for lost revenue during the levy’s first five years, and to let them continue taxing alcohol and petroleum separately. Some experts say these and other possible exemptions would curb the GST’s effectiveness, however. ...... Jaitley told lawmakers on Wednesday that the standardized national rate for GST would be “much more diluted” than the 27% estimated

Kejriwal And Modi: Not On The Same Plank

I was unhappy when Kejriwal tweeted his attack on Modi calling him names. It was not only not the language of a mature democracy, it also sounded inaccurate. He made it sound like Modi had personally directed the raid. I have not read up on the raid, it's not worth my time. If you feel the CBI has wronged you, go get a lawyer. Manmohan Singh did after he got out of office and was subjected to some kind of inquiry. He asked the court to dismiss it, and the court did. Not that Kejriwal is Manmohan Singh.

Such a comment mars India's image that Modi has worked so hard to cultivate ever since he got into office. He had a purpose. India has beat both China and the United States on FDI this year. Is that something, or is that something? Itna bejod kaam ho raha hai. Thos kaam ho raha hai.

Kejriwal likes to imagine there is some kind of a personality clash going on between Modi and him: not true. There is no evidence. Yaar, size to dekho. Delhi ka size kya hai?

Kejriwal has a mandate. The mandate is to govern. To govern karo. Kaam karo. Apna political height badhane ke prayas mein desh ke PM ko gaali mat bolo.

Agar Modi mein rajnitik sujhbujh hai to wo aisa raid nahin karvayenge. That is yet another reason to believe he was not personally behind it. Because, it doesn't make any political sense. Bahut ghaate ki baat hai.

Within minutes of the CBI raid on the Delhi secretariat on 15 December, top government functionaries — those sitting in North Block and South Block — spoke with one another to find out whether the raid had the prior approval of any of them. None of them had any inkling....... Prime Minister Narendra Modi displayed ignorance while Home Minister Rajnath Singh was not in the loop either. The Ministry of Home Affairs asked CBI director Anil Sinha and he justified the raids on procedural and legal grounds.......The collateral damage from the raids was colossal in political terms........ The carefully cultivated image of Modi as a leader who believes in the consensual approach lay shattered as the Opposition attacked his government for being “vindictive” against rivals. As expected, Delhi Chief Minister Arvind Kejriwal used this opportunity to launch one of the worst vituperative attacks on the prime minister and subsequently on Finance Minister Arun Jaitley.

DDCA row: Narendra Modi gets furious when he hears my name, says Arvind Kejriwal
During the session, Kejriwal accused the PM of “unleashing” the CBI on the government and said the recent raid on his principal secretary’s office was an “attack on the federal structure of democracy”.
The PM ordered this raid to protect Jaitley,” alleged Kejriwal ..... Questioning the independence of the CBI as an investigative body, Kejriwal said, “The day CBI becomes independent, it will send a notice to Shivraj Chouhan. It will send a notice to Modi to ask him about the money he got for his coat. Sushma and Vasundhara Raje will get notices, not Rajendra Kumar…” ...... Defending Kumar, Kejriwal said, “Hamare afsar ke locker khali mile aur 12 daaru ki bottles mili. Is world ki sabse badi democracy ke PM raid karwaye aur 12 bottles liquor mile to sharm ki baat hai…(The head of the world’s biggest democracy ordered a raid and only found 12 liquor bottles. This is shameful).” ..... Kejriwal also took a dig at the PM’s foreign trips. “He has nothing to do with the country. He has a big plane with all facilities and stays in five-star hotels… Everything runs smoothly when he is out of the country. The day he returns, the CBI is unleashed on the opposition…,” he said. ..... He also welcomed the defamation case filed by Jaitley against him and his partymen. “We will go to Patiala House on February 5… We will give our explanation and the trial will begin. Jaitley will stand in the witness box and our advocate will cross-examine him. This will go on for a year. They have harmed themselves,” said Kejriwal. ..... The DDCA… deals with sports which is under us,” said Kejriwal.
Target 2019: Kejriwal’s anti-Modi moves are rooted in his ambition
the Delhi chief minister has realised that the space for an anti-establishment leader has started growing again in India. And he is making fast and furious moves to occupy the slot before anyone else becomes the pivot of the anti-BJP politics that could become a rewarding pursuit by 2019. ..... The economy has come to a standstill. Growth forecasts have become sobre and sombre: the latest estimate has been revised downwards to 7-7.5 percent from the previous 8.1-8.5 percent. Reforms are stuck, legislative bills are caught in politics of hostility, jobs are not rising, prices — not the ones reflected on indices of data crunchers but on grocery lists of real people — are going through the roof. There is a general atmosphere of hostility and distrust. Promises of achche din have become a painful memory ..... within a year, unless something dramatic happens, a string of electoral results could change the mood on the ground dramatically. .... The party never had a realistic chance in Tamil Nadu and Kerala, where elections are due next .... In Punjab, the Akali Dal-BJP alliance is facing stiff challenge after ten years of incumbency. ....... the ruling alliance is staring at a drubbing in Punjab that could be more severe than the beating in Delhi. ..... Where is the party winning next? Perhaps Assam, but every other state election appears a tough challenge. ..... For the past few days, Kejriwal has been relentlessly attacking the PM and his finance minister with the hope of becoming the leading anti-Modi voice in the country. By punching well above his weight, just like Modi did as chief minister of Gujarat, he is hoping to become the symbol of anti-establishment by the time the next election is around. ...... Kejriwal can progress in politics only if he wins Punjab, or at least puts up a strong show. It doesn't look easy. ..... In Punjab, Kejriwal is facing the challenge of warding off the might of former chief minister and Congress leader Captain Amarinder Singh. The mood on the ground suggests voters are torn between AAP and a resurgent Congress under Singh. Both have equal chances of replacing the SAD-BJP government. ..... Aware of the challenge and the opportunity, Kejriwal is planning to camp in Punjab for almost six months before the elections, leaving Delhi to his deputy Manish Sisodia. If he wins Punjab, demolishes the Badals and pins down Singh, Kejriwal will immediately fancy himself as a challenger to Modi...... Kejriwal's rise, if it happens, won't be a tragic development for the BJP. It will immediately bring his ambition into conflict with that of Rahul Gandhi, Mulayam Singh,

Nitish Kumar — the current frontrunner —

and other regional aspirants, immediately putting under strain the current index of opposition unity, the biggest threat to Modi after anti-incumbency......

Does this explain the BJP's current eagerness to provoke Kejriwal?

Whenever My Name Is Taken, PM Modi's Blood Boils: Arvind Kejriwal
Speaking at the Delhi assembly as his battle with the Centre reaches a new low, Mr Kejriwal added, "BJP leaders have told me in private, whenever my name is taken, (PM Narendra) Modi's blood boils." ..... Calling the raids a "flop", Mr Kejriwal today said the CBI questioned his principal secretary Rajender Kumar for over 50 hours after 14-hour long raids. "But they have found nothing... The raid was aimed only at helping Arun Jaitley," he said. "What the PM did is quite shameful," he said. ..... Taking the charges head-on, Mr Kejriwal said, "What remains to be seen is that whether the inquiry commission will be annulled by the L-G, who Jaitley says is 'our man'... I appeal to Jaitleyji to cooperate with the inquiry commission."

Land Bill

Land Acquisition
Indian Farmers And The Land Bill
Biju Janata Dal And The Land Bill
Land Acquisition Bill: The Details

And neither of them had to deal with the enormous messiness that is the Indian democracy.

Bihar CM Nitish Kumar opposes land bill at NITI Aayog meet
Kumar said "substitution of term 'private company' by term 'private entity', removal of the consent clause, exemption from social impact assessment and special provisions for safeguarding food security in the process of land acquisition and relaxation in the time limit for return of the unutilised acquired land are not in public interest." ...... Modi today reached out to parties appealing them not to come in the way of prosperity of farmers, saying the deadlock over the land acquisition Bill is seriously impacting rural development. ...... Modi said, "The political deadlock over land acquisition (law) is seriously impacting rural development, including the creation of schools, hospitals, roads and irrigation projects." ...... Meanwhile, Kumar requested Union Finance Minister Arun Jaitley to honour the commitment made by him in his budget speech when he proposed special assistance to Bihar as given to Andhra Pradesh.
If Land Bill blocked, states to seek own
The second governing council meeting of the Niti Aayog, presided over by Prime Minister Narendra Modi and held mainly to discuss the pending Land Bill, turned out to be a chastising experience for the government as all the nine Congress-ruled states boycotted it, while Tamil Nadu, Uttar Pradesh, Bihar, Orissa, West Bengal and Delhi voiced objections to several clauses of the legislation....... Chief ministers J. Jayalalithaa of Tamil Nadu, Akhilesh Yadav of Uttar Pradesh, Mamata Banerjee of West Bengal, N. Chandrababu Naidu of Andhra Pradesh and Naveen Patnaik of Orissa also did not attend the meeting. ...... They opposed the “dilution” of provisions of the original Land Acquisition Act of 2013 regarding the consent of farmers and exemption from social impact assessment. ....... Notable among those present were Bihar CM Nitish Kumar and Delhi CM Arvind Kejriwal. Even Punjab, ruled by NDA ally Shiromani Akali Dal, cautioned that farmers’ and landowners’ consent should be taken while acquiring land. Punjab CM Parkash Singh Badal said that the social impact assessment clause should apply to all acquisitions. ....... The chief ministers present at the meeting raised the issue of allowing them the freedom of amending state laws on land acquisition in their respective Assemblies, which could be later cleared by the Centre. The main basis of the states’ argument was that due to the delay in acquiring land, the development process had been severely affected. ...... though the CMs present at the meeting were all for arriving at a consensus on clearing the bill, at the same time they said that the wait for a consensus could not be an endless one, and therefore if there was a roadblock then the states should be allowed to make amendments in their respective state laws.
'Bring Your Land Bill, Or Let Us Pass Our Own,' States Say at PM's Meet
PM Modi has spent significant political capital trying to push the land law through Parliament, and Mr Jaitley's comments raised the possibility that if he is unsuccessful again in the coming Monsoon Session, he might devolve the issue to states. ..... PM Modi has made the reform a central plank of his economic agenda, and told the meeting that a lack of land for roads, housing and industry was crimping economic growth. ...... In his first year in office, PM Modi has made life easier for Indian businesses by cutting red tape, but Opposition protests have slowed his efforts at structural economic reforms he says are needed to make India a leading global economy. ...... "If they give up on this, it will be a huge setback for industrialisation, and for planned urbanisation," said Mohan Guruswamy, president of Centre for Policy Alternatives, a think tank. ..... In the Parliament session due to begin on Monday, July 21, the government also plans to pass the GST Bill, the biggest tax overhaul since Independence, and may introduce labour bills aimed at job creation.

Acquiring land is must for development, says Arun Jaitley on Land Bill
“Land is required for every developmental activity, there are no two views about it,” Jaitley said. ..... “Some states have demanded 2013 law to be implemented rigorously before switching to the new act, while others suggested to offer alternative source of income along with compensation for the land,” he added. ...... Jaitley said, “The chief minister of Maharashtra has decided to include the the opition of profit sharing, job guarantee and partnership in developmental projects along with compensation in return for the acquired lands. The states shall be offered flexibility to introduce such amendments suitable to their state in their respective assemblies.” Jaitley also mentioned Punjab chief minister Praskash Singh Badal for offering a suggestion in the NITI Aayog meeting to offer alternative sources of income along with compensation to the farmers whose lands are acquired. ........... Jaitley assured that Prime Minister Narendra Modi who chaired the meet would consider each and every suggestion offered by the states. “PM’s concluding thought was that concerns of all state shopuld be kept in mind,” he added.
Bihar Chief Minister Nitish Kumar opposes Land Bill at NITI Aayog meet
Jharkhand Chief Minister Raghubar Das supported the new land bill and termed those opposing it as "obstructionists" to rural development. ...... In the second meeting of the Governing Council of NITI Aayog, Das said that if necessary, powers under the act can be delegated to the state governments so that they can acquire land as per their necessity. .... He said the new Act is essential and "very essential and important" in the context of Jharkhand. ..... Strongly backing the new bill, he said it was the right of those living in villages to get uninterrupted, 24/7 transportation link, electricity, water, hospitals and educational institutions and "all this is only possible when the process of acquisition is easy". ..... Das said the new LARR Act is in the interest of the farmers and people living in rural areas as 70 per cent of the state's population resides in villages. ...... He, however, stressed that displacement of farmers or common persons whose land is being acquired should not take place without their rehabilitation..... As per the Act, the state government has framed the rules and also notified them. It has been decided that if land is acquired in rural areas, compensation rate to be provided will be four times more than the market price while in urban areas, it will be two times more than the market price
Land Acquisition Bill not a matter of life or death for me: Modi
People of this country have suffered and remained poor due to shortsighted policies of the Congress," he told ANI.
Nitish favours original land Act of 2013
Nitish Kumar said he was opposing the amendments to the bill because these were "pro-corporate and anti-farmers"....... He said that land acquisition was not merely a matter of compensation but a purely emotional issue for landowners, mostly farmers, in the country
Dangerous gamble over Land Bill
Before the government brings the already twice renewed ordinance on the controversial land acquisition legislation before Parliament to have it converted into a proper law, in case it can muster the courage to do so, it got a taste of the mood of the non-BJP state governments in the country at the NITI Aayog consultation on Wednesday. Chief ministers of the nine Congress-ruled states didn’t bother attending, making their opposition known loud and clear. For those tempted to see political partisanship in the Congress chief ministers keeping away, the leaders of West Bengal, Uttar Pradesh and Tamil Nadu also apparently saw little merit in discussing the issue at the Niti Aayog since they have expressed their unease with the changes to the 2013 land acquisition law of the UPA vintage. They, too, stayed away. But what about the chief ministers present as Prime Minister Narendra Modi sought to hammer a consensus into shape on the contentious subject? Bihar leader Nitish Kumar and Delhi chief minister Arvind Kejriwal opposed any dilution of the 2013 law. But even BJP allies like Akali Dal — part of the ruling NDA alliance — and the PDP of J&K advised caution. “Land Bill 2015 has triggered concerns within the farming community” in Punjab, Parkash Singh Badal noted. Some voices said the states should just go ahead with their own land acquisition laws (since land is a state subject) if a consensus at the Parliament-level proved elusive. Possibly, this is the compromise that the Prime Minister could be looking at as he seems to have been pushed into a tight corner. His plight seems unenviable. It is not just leaders of Opposition parties and some friendly parties, but also leading front organisations of the RSS, the BJP’s ideological fountainhead, that have publicly come out in denunciation of the changes to the 2013 law that the Modi government has sought to push through the ordinance route. It is far from clear if the Monsoon Session of Parliament, to commence next Tuesday, will yield productive discussions in any field given the Prime Minister’s silence on the issue of corruption in high places under the BJP dispensation and the sullen mood of the Opposition on account of this. If the land ordinance can’t be brought to Parliament for ratification, then Mr Modi’s high-stakes gamble would backfire, costing him political capital. In hindsight, it may have been better if he had held consultations with the states before seeking to amend the 2013 law. Many have noted the irony that a piece of legislation passed with unanimity in Parliament after intensive and lengthy consultations wasn’t permitted a chance to be implemented before the Modi government tried to torpedo its key provisions through amendments.
Opposition's monsoon wading
The Congress looks certain to be a lonely warrior in the monsoon session. It will attack a suddenly scandal-jittery BJP but the main opposition party seems to be running out of partners even before the game has begun. ........ The cynosure of all eyes is Congress party President Sonia Gandhi. It's not unexpected, for the event is the iftar she is hosting. The man getting almost as much attention is sitting to her left-Bihar Chief Minister Nitish Kumar. ........ What came as unexpected, at least for the party's senior leaders and managers, was the dearth of other non-Congress leaders of significance. Lalu Prasad, Mulayam Singh Yadav, J. Jayalalithaa, Mayawati and Mamata Banerjee were all conspicuous by their absence. ...... The Lalit Modi scandal, the Vyapam scam in Madhya Pradesh, the PDS scam in Chhattisgarh, allegations of a Rs 200-crore scam against Maharashtra Minister Pankaja Munde-they all seem to be stumbling out of the cupboard. ...... Outside the Congress, the only leader of note who has gone hammer and tongs against Modi on corruption charges is Nitish Kumar. ...... The party is thus zooming in on just two pieces of legislation: the land acquisition and GST bills. ...... All's not lost for the Congress though. Most regional parties share its views about the land bill, which will make it near impossible for the government to pass it in Rajya Sabha, where NDA has only 61 members. Even BJP allies such as the Shiromani Akali Dal and the Shiv Sena have expressed reservations against the bill in its current form, while in a significant U-turn AIADMK chief Jayalalithaa had written to Modi on July 15 requesting him not to go ahead with amendments to the bill. Biju Janata Dal (BJD) Lok Sabha leader Bhartruhari Mahtab says his party will extend support if the government agrees to its suggestions. The party has moved five amendments, including one to make people whose land will be acquired partners in enterprises built on those stretches. ......... "The Opposition will not allow the land bill to be either passed or defeated, giving no chance to the government to convene a joint session," says Yechury. ...... On GST, however, the TMC and the BJD stand by the government. According to BJD's Mahtab, the party is not opposed to the GST bill but wants mineral-rich states such as Odisha to be also allowed to impose a 1 per cent cess, a benefit extended to manufacturing states. The bill is likely to be endorsed by the 21-member Rajya Sabha select committee, as the Congress and SP are the only ones opposing it with any might.

Bihar to oppose land Bill at Niti Aayog meet tomorrow
Aayog vice-chairman Arvind Panagariya ..... "We can understand the PM wants to help the corporate houses by introducing anti-farmer amendments but

when a renowned economist like Panagariya openly supports the Bill, it creates doubts about his intentions

as well," said a Nitish aide. Panagariya, in his blog posted on the Aayog's website on Monday, has urged the states to

liberalize their land use policy to facilitate industrialization

, a move that he feels would create a win-win situation for landowners as well as tenants. ........ "We agree industrialization is necessary for fast development, but it should not be at the cost of agriculture and poor farmers. What is the need to set up industry on fertile lands? We will not allow use of agricultural land for non-agricultural purposes unless the project is of high national importance."

Clean/Green Energy

Move aside Saudi Arabia, we have Rajasthan.

लेकिन सोना घर पे सोना के रूप में रहती है तो that is money out of the system, that is money that people can't lend and borrow ---- लोग काला धन की बात करते हैं, मैं सुनहरा धन की बात करना चाहुँगा।
